What is State Pollution Board / Pollution Control Committee?
A State Pollution Control Board or Committee is the statutory body that regulates pollution in a state or UT and issues consent, commonly called pollution NOC, to industries and projects that could discharge effluents or emit air pollutants. CTE is a prior approval required before construction or installation, while CTO is granted after the unit’s pollution control arrangements are verified. Consent is distinct from Environmental Clearance under the EIA notification, which applies to listed large projects.
Validity varies by state and category. Sources give Red 5 years and Orange 10 years in one place, a 3, 2, 1 year schedule in Maharashtra and ‘Red shortest, Green longest’ elsewhere. Fees are prescribed by each SPCB based on category and capital cost slab, and sometimes water consumption or capacity. Many states now use CPCB’s UCAMS portal.
