Pollution Advisory

Delhi Pollution Control Committee

The Delhi Pollution Control Committee (DPCC) is Delhi’s pollution control authority under the Water Act, 1974 and the Air Act, 1981. Industries classified Red, Orange or Green must obtain Consent to Establish and then Consent to Operate before running, while White category units submit an undertaking online, with a signed copy within 30 days. DPCC’s functions page says Consent to Operate and renewal is granted for 5 years for Red and Orange and 10 years for Green. Applications are online, and a recent notice says new applications have moved to CPCB’s UCAMS portal.

We prepare the application, process description, water and effluent and emission details, premises documents and fee, file online, handle scrutiny and inspection and obtain CTE and CTO. We also help with renewal and compliance conditions.

Service Overview

What is Delhi Pollution Control Committee?

DPCC consent is the statutory permission, popularly called pollution NOC, granted by DPCC to industrial units in Delhi that discharge effluents or emit air pollutants. Consent to Establish is needed before construction or installation and Consent to Operate after pollution control systems are built and verified. No CTO is granted until CTE is obtained. DPCC also handles authorisations under waste rules and registrations under the Plastic Waste Management Rules.

Industry must be permissible under the Delhi Master Plan land use. Validity statements differ: DPCC’s page says 5 years for Red and Orange and 10 years for Green, while third-party sites state other combinations, and DPCC issued an office order of 14 March 2023 on validity. One source says Red category units are not given consent in Delhi, while DPCC pages say Red units apply for consent. Auto-renewal with self-certification was introduced by an office order of 18 June 2021.

Who Needs This Service

Manufacturers, workshops, hospitals, hotels, building projects and other units in Delhi that fall under Red, Orange or Green categories, and White category units that must file the online undertaking, need DPCC consent.

Startups setting up small units in Delhi should check Master Plan permissibility first.

Existing units should keep consent valid and renew on time.

If you are moving to Delhi from another state, a fresh consent is needed.

Scenario 3:

A White unit files an undertaking.

Practical Guidance

Delhi has particular features that applicants should understand. Land use is governed by the Delhi Master Plan, so a unit must be located where its activity is permitted before DPCC will consider consent. DPCC's pages describe consent committees whose composition depends on the category, and the process includes scrutiny of documents and, where needed, inspection. Applicants should prepare process descriptions, water consumption and effluent details, air emission sources and pollution control equipment, and proof of premises.

Validity statements vary: DPCC's functions page indicates 5 years for Red and Orange and 10 years for Green, while other sites describe different periods, and DPCC issued an order on 14 March 2023 regarding validity. DPCC also introduced auto-renewal with self-certification by an office order of 18 June 2021. Because portals have changed, with a notice indicating that new applications move to CPCB's UCAMS platform, confirm the current submission channel. Once consent is granted, comply with the conditions, such as monitoring, record-keeping and operation of pollution control devices, and apply for renewal in good time.
