Packaged Commodity Registration

Every manufacturer, packer or importer of pre-packaged commodities in India must register under Rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011 (Legal Metrology Act, 2009) with the Controller of Legal Metrology of the state where the unit is located. Applications are made on the state or central Legal Metrology portal with entity documents, sample label and the prescribed fee (Rs 750 in one state’s published SOP), and the registration must be applied for within 90 days of starting packing or importing.

We prepare documents, label declarations and file.

What is Packaged Commodity Registration?

LMPC registration is the registration that allows a business to pre-pack or import commodities for sale in India, subject to the mandatory declarations on the package: name and address of the manufacturer, packer or importer, common or generic name, net quantity, month and year of manufacture or import, maximum retail price (MRP) and consumer care details. The labelling rules are in Rules 6 to 17 of the Packaged Commodities Rules, 2011.

Registration is with the Controller of Legal Metrology of the state. Validity differs: Goa’s department says one-time approval, while another source says importer registration is effective for five years and renewable. Fees and portals vary by state. Certain items are exempt under Rule 26.

Prepare entity documents, a sample label and, for importers, the IEC. File on your state's Legal Metrology portal within 90 days of starting packing or importing, and pay the fee, for example Rs 750 in one state's SOP. Planning checklist: confirm your state's validity rule (one-time or five years), keep label proofs, update registration after address changes and check whether your product is exempt.
