COS-8 (Manufacturing License)

COS-8 is the cosmetics manufacturing licence granted by the State Licensing Authority under the Cosmetics Rules, 2020, on an application in Form COS-5 made through the online portal. A loan licence, to use another licensee’s site, is applied for in Form COS-6 and issued in Form COS-9. According to a regulatory guide, the licence or loan licence is granted or refused within 45 days of application. It remains valid permanently as long as the retention fee is paid every five years.

What is COS-8 (Manufacturing License)?

A COS-8 manufacturing licence authorises a manufacturer to make cosmetics for sale or distribution at an inspected site within the State Licensing Authority’s jurisdiction. Fees are set per ten items of each category of cosmetics and for additional items. A loan licence (COS-9) covers a brand owner using another licensee’s site.

Documents include COS-5 or COS-6 with fee, constitution documents, ID and address proofs, premises proof and plan, details of technical staff, machinery and testing facilities and product categories, and a self-certificate or undertaking of compliance. False information can lead to cancellation.
