Tobacco Board Registration

Under the Tobacco Board Act, 1975, exporters of tobacco and tobacco products register with the Tobacco Board (annual registration) and then obtain an RCMC, which is issued only through the DGFT e-RCMC platform. Registration is granted as merchant or manufacturer exporter. The Board says it issues the RCMC in about five working days when the application is in order. Growers of Virginia tobacco have separate registrations and barn licences.

What is Tobacco Board Registration?

The Tobacco Board is a statutory body established under the Tobacco Board Act, 1975, with headquarters in Guntur, to regulate the production, marketing and export of Virginia tobacco and to promote the industry. The Act provides for registration of growers, nursery growers, curers, processors, manufacturers, exporters, packers, auctioneers and dealers.

An RCMC is the certificate showing the exporter’s registration with the Board for export benefits. For tobacco, the Board’s official page says RCMC applications, whether fresh, renewal or amendment, are to be made on the DGFT e-RCMC platform. Exporters must first be registered with the Board under the relevant category, and registration under the Act is annual.

Who Needs This Service

Exporters and merchant exporters of unmanufactured tobacco and tobacco products, and manufacturers exporting directly, need this service. Companies that buy tobacco from auctions and export it, processors and packers, and manufacturers of cigars, smokeless products or other tobacco goods for export are typical applicants.

Growers, curers and barn operators use separate Tobacco Board registrations and are not covered by exporter RCMC alone.

Exporters should plan registration well before their first shipment, because shipments without a valid registration and RCMC can be held at customs.

If you export both tobacco and other goods, you may need other commodity board registrations in addition to this one.

Key Benefits

  • Compliance with the Tobacco Board Act for exporters
  • RCMC through the DGFT e-RCMC route
  • Support for merchant and manufacturer categories
  • Annual renewal tracking
  • Fewer delays at customs

Next Steps & Related Services

After registration, prepare shipments and keep registrations current.

Related services: IEC Code, AD Code, ICEGATE Registration, Trade Licence and other commodity board registrations.

Common Mistakes

  • Applying for the RCMC without first registering with the Tobacco Board.
  • Missing proof of manufacturing for manufacturer exporters.
  • Forgetting the annual renewal.
  • Relying on an outdated checklist or fee.
  • Confusing grower registrations with exporter registration.

Timeline, Costs & Practical Tips

The Board states about five working days for the RCMC when the application is in order. The official page does not give the full fee and document list, so it should be confirmed.

Practical tip: keep your IEC, entity documents and manufacturing proof ready before applying.

Additional Information

The Tobacco Board Act, 1975 provides for registration of various categories of persons in the tobacco trade, including exporters. This allows the Board to monitor exports, protect the industry's reputation and enforce quality norms.

Practical Scenarios

Scenario 1:

A merchant exporter of tobacco registers with the Tobacco Board and then applies for the RCMC on the DGFT portal.

Scenario 2:

A manufacturer exporter submits proof of manufacturing such as an Udyam registration.

Scenario 3:

An exporter renews its annual registration with the Board to avoid shipment delays.

Practical Guidance

Tobacco exports combine two layers: registration with the Tobacco Board as an exporter and the RCMC through the DGFT platform. Sequence them correctly, and remember that growers and curers have separate registrations that do not substitute for the exporter's.
