What is Scheme-X?
BIS hallmarking is a purity-certification system for precious metals. The scheme began for gold in 2000 and silver in 2005. Under the 2018 Regulations, a jeweller must hold BIS registration and have articles hallmarked at BIS-recognised A&H Centres, each article being assigned a six-character alphanumeric HUID recording the jeweller and centre, letting consumers verify purity through the BIS CARE app.
BIS does not charge a government fee for jeweller registration or renewal, per one source, though hallmarking charges are paid to the A&H Centre per article. Registration is valid for five years with renewal Form-III filed 30 days before expiry, while refinery and mint licences are for one year.
Jewellery sent to an A&H Centre as a consignment is not subject to hallmarking registration. Each sales outlet needs its own registration.
