What is Extended Producer's Responsibility (EPR)?
EPR is a policy principle under which the producer’s responsibility for a product extends to its end of life: collection, recycling or refurbishment, or environmentally sound disposal. In India it is operationalised under the Plastic Waste Management Rules, 2016 (Schedule II, 2022 amendment), the E-Waste (Management) Rules, 2022, the Battery Waste Management Rules, 2022 and the Hazardous and Other Wastes Rules, 2016 for waste tyres and used oil.
EPR certificates generated by registered recyclers per tonne processed are the currency used to discharge targets. Producers, importers and brand owners must register, and recyclers, refurbishers, retreaders and collection agents register separately on the same portals. An entity covered by several streams must register on each; for example imported toys can need both plastic and battery EPR.
CPCB levies environmental compensation for default, such as false reporting, engaging unregistered entities and unmet targets, and its draft guidelines of July 2024 split the regimes. Registration fees and annual charges are prescribed on each portal.
