DoT Certification

DOT Certification

‘DOT certification’ is not a single certificate. For telecom equipment it normally means the Department of Telecommunications’ mandatory testing and certification regime: MTCTE conformity certification by the Telecommunication Engineering Centre (TEC), security certification by the National Centre for Communication Security (NCCS), and, for radio equipment and licences, approvals from the Wireless Planning and Coordination (WPC) wing such as ETA. The DoT rule is that every telecom equipment must undergo mandatory testing and certification before sale, import or use in India.

We identify which approvals apply to your product and plan them together.

Service Overview

What is DOT Certification?

DoT certification covers the compliance routes through which telecom equipment is approved for the Indian market: conformity to Essential Requirements (MTCTE, TEC), security assurance against ITSAR (NCCS ComSec scheme) and wireless or spectrum-related approvals (WPC). The Indian Telegraph (Amendment) Rules, 2017 made mandatory testing and certification a condition for sale, import or use, and the Telecommunications Act, 2023 and the 2025 Framework Rules now prescribe a Certificate of Conformity Assessment.

Applications may require test reports from TEC-designated labs, security reports from TSTLs, and wireless approvals depending on whether the equipment uses licence-exempt bands.

DOT Certification

Who Needs This Service

Telecom equipment manufacturers, importers and brands (routers, switches, IoT, CPE, base stations), e-commerce sellers and system integrators need to plan DoT approvals.

Startups designing connected devices should check which approvals apply.

Importers should ensure suppliers hold valid certificates.

If your product is wireless, WPC approvals are also relevant.

Key Benefits

  • Clear roadmap across TEC, NCCS and WPC
  • Right approvals identified
  • Documents and labs coordinated
  • Faster market entry
  • Reduced compliance risk

Next Steps & Related Services

After mapping, start with MTCTE and ETA. Related services: TEC Certification, MTCTE, NCCS, ETA and CRS.

Common Mistakes

  • Assuming one certificate covers everything.
  • Skipping security certification.
  • Using unrecognised labs.
  • Importing before approvals.
  • Ignoring wireless approvals.

Timeline, Costs & Practical Tips

Timelines depend on lab testing.

Practical tip: plan lab slots early.

Additional Information

The 2017 Telegraph Rules and the Telecommunications Act, 2023 underpin certification.

Practical Scenarios

Scenario 1:

A router maker maps approvals.

Scenario 2:

An IoT startup checks ETA and MTCTE.

Scenario 3:

An importer verifies supplier certificates.

Process & Planning

A practical DoT approvals plan starts with a product map. Decide whether the product is telecom equipment covered by MTCTE, whether it carries security functions that fall under an ITSAR, and whether it radiates in licence-exempt or licensed bands. Then sequence the work: register on the MTCTE portal, test at a TEC-designated lab, obtain the TEC certificate, apply to NCCS if security certification applies, and obtain ETA or licences from WPC. Planning checklist: book lab slots early, keep model and series details consistent across applications, plan labels and packaging, brief your importer on the certificates required at customs and monitor notifications for new equipment categories.

Practical Guidance

Approaching DoT compliance in a structured way saves months. Create a matrix with your products in rows and the relevant approvals in columns: MTCTE (TEC), security certification (NCCS), ETA or licences (WPC) and any BIS requirement such as CRS for electronics. For each cell, note whether it applies, which authority issues it, what testing is needed and how long it takes. This simple tool reveals the critical path and helps you schedule lab bookings.

Remember that the regime has been evolving. The Telecommunications Act, 2023 and the 2025 Framework Rules provide for a Certificate of Conformity Assessment, while MTCTE procedures have been amended, most recently in version 3.0. Wireless possession and licensing has also been changing, with DoT notices in 2026 about authorisations replacing older licences. Build a monitoring habit: check the DoT eServices, TEC and NCCS pages regularly. Finally, think about supply chain: if you import, make sure your overseas manufacturer supplies the technical files and test reports you will need, and that your importer-of-record understands the certificates required at customs.
