What is Bihar State Pollution Control Board?

Bihar State Pollution Control Board (BSPCB) was established in 1974 under the provisions of Water Act, 1974. It has been established as a regulatory body for the implementation of the pollution control laws.

Categorization of Industries

Under BSPCB industries have been categorized into red, orange, green, and white categories. The industrial categorization has been done primarily on the basis of industrial size and consumption. 

For clearly understanding, check below-mentioned table -

  • Red category industries have pollution index scores of 60 and above.
  • Orange category industries have pollution index scores of 41 to 59.
  • Green category industries have pollution index scores of 21 to 40.
  • White category industries have pollution index scores of incl. And upto 20.

To be precise, Bihar in total has 293 industries which has been classified in 64 industries falling under Red category in Bihar, 94 under orange category, 75 under Green and 60 under white category.

Documents Required to Obtain CTE/CTO Under BSPCB

Documents to Obtain CTE -

PAN card or Aadhar card or Voter ID.

Sale deed, lease deed, land receipt, and other land documents.

Project reports such as sum cost of project, list of plants and machinery, etc.

Location map.

Replica of environmental clearance from concerned authority.

Undertaking in respect to the distance of clearance landmark from boundary.

Documents To Obtain CTO -

PAN card or Aadhar card or Voter ID.

Replica of previous CTE/ CTO.

Replica of environmental clearance along with compliance report.

Undertaking in regard to compliance of CTE/ CTO conditions.

How to Obtain CTE/CTO Under BSPCB?

An applicant will be registered on the official website.

Once registration will be done, CTE will be filed along with the required documents. 

Once the document submission is done, the requisite fee will be paid and form will be submitted.

If required, the application will be scrutinized by the Assistance and Junior Environmental Engineer (JEE). 

Thereafter, JEE will communicate the recommendations with the Member Secretary. 

For the approval of the chairman, the Member Secretary will forward his recommendation to the Chairman.

Once the Chairman provides approval, a NOC/ CTE will be issued by the Member Secretary which will send the ID of the applicant.
